“A Recipe for Disaster”: Senator Blasts AML Extension Proposal

Monrovia- January 16, 2026: Liberian Senator Nya D. Twayen has slammed the proposed Third Amendment to the ArcelorMittal Liberia Mineral Development Agreement, labeling it a “rotten concession” that threatens national interests and community rights.

Speaking at a Monrovia press conference, Twayen expressed concerns over the proposed 25-year extension, questioning the legitimacy of the corporate transition and warning against premature ratification. “This agreement demands sober and rigorous scrutiny, not political speed or public relations pressure,” he stated.

Twayen highlighted concerns over the change in corporate identity, with rights and obligations transferred from ArcelorMittal Switzerland AG to ArcelorMittal USA Liberia Holdings LLC. “Who exactly was the Government of Liberia negotiating with?” he asked, citing doubts over accountability and enforceability.

The senator also noted the lack of parent company guarantees, continuity clauses, and security instruments to protect Liberia’s interests. “A concessionaire cannot be allowed to repackage itself in a way that weakens accountability while retaining access to our mineral wealth and strategic infrastructure,” Twayen emphasized.

The proposed amendment’s implications on outstanding obligations and community rights, particularly in Nimba County, have also raised concerns. Twayen urged caution, stating that the Legislature must prioritize Liberia’s long-term economic interests over hasty approval.
