Monrovia, Liberia- September 20, 2025- The Head of Corporation for the European Union Delegation to Liberia, Mr. Jeroen Witkamp has recommitted the Union’s support to Liberia’s efforts in promoting democratic reform, institutional accountability, and transparent governance.
The Governance Commission chairs Pillar-4 of the ARREST Agenda for Inclusive Development (AAID), while the European Union Delegation to Liberia serves as co-chair.
Speaking during the strategic engagement with the leadership of the Governance Commission Thursday, the Head of Corporation for the European Union Delegation to Liberia Mr. Jeroen Witkamp expressed unflinching interest in the Pillar-4 of the ARREST Agenda.

Mr. Witkamp was more specific to the areas of technical assistance which will include institutional capacity building in governance, legal reform, and public sector accountability when he said the European Union, as a traditional development partner of Liberia, will be available at all times to promote those sectors in the country.
Pillar-4 of the ARREST Agenda for Inclusive Development focuses on governance and anti-corruption.
According to Mr. Witkamp, rallying development partners’ support to scout assistance by organizing meetings and consultations to ensure alignment and effective collaboration will be high on his priority list.
The EU Head of Corperation meanwhile stressed the need to establish a baseline for Pillar 4 to enable structured monitoring, evaluation, and evidence-based decision-making.
Mr. Witkamp then expressed the European Union determination to ensure that the AAID Pillar 4 succeeds, recognizing its role in promoting inclusive governance and the rule of law.
Also speaking, the Acting Chair of the Governance Commission, Professor Alaric Tokpa lauded Mr. Witkamp for the visitation and assured him of GC’s commitment to the effective and efficient implementation of Pillar-4 of the ARREST AGENDA.
Prof. Tokpa used the occasion to reiterate that the EU’s support in the areas of monitoring and evaluation and logistics is critical.
“We are requesting the EU’s support in developing a National M&E Framework to track AAID progress across all sectors, with specific indicators for governance and rule of law,” Acting Chair Tokpa resounded.
In the area of logistical support, Prof. Tokpa also intoned that assistance in facilitating meetings, stakeholder engagements, and operational logistics is needed to ensure smooth implementation of Pillar-4 activities.
For his part, the Executive Director of the Governance Commission Mr. Jallah C. Kesselly lauded the EU Head of Cooperation for the visit.
Mr. Kesselly then noted that Mr. Witkamp’s visit to the Governance Commission demonstrated the EU’s ongoing commitment to the growth and development of Liberia.
“We look forward to an enhanced collaboration with the European Union Delegation to Liberia so as to help restore confidence in our bilateral relationship,” Mr. Kesselly concluded.
The meeting between the Head of Corporation for the European Union Delegation to Liberia and the administration of the Governance Commission on Thursday was intended to strengthen collaboration between the European Union and the Commission in the implementation of Pillar-4 of the ARREST Agenda for Inclusive Development.
