MONROVIA, Liberia, September 8, 2025 — Liberia has been named as a candidate country for the Millennium Challenge Corporation (MCC) compact program for Fiscal Year 2026. The MCC Candidate Country Report, released on August 28, 2025, identifies Liberia as one of over 80 low- and middle-income countries that meet the qualifications for potential development aid under the Millennium Challenge Act of 2003.
Eligibility Requirements
To qualify for MCC support, countries must demonstrate a commitment to democratic governance, economic freedom, and investing in their people. They must also provide opportunities for poverty reduction and sustainable economic growth. Liberia’s inclusion in the candidate country list indicates its potential to meet these requirements and benefit from MCC funding.

Compact Program Overview
As a candidate country, Liberia is subject to review for possible compact negotiations. Compacts are multi-year grant agreements that fund infrastructure, governance, and social development initiatives aimed at promoting economic advancement. The MCC Board of Directors will assess candidate countries based on policy performance metrics to determine eligibility for FY 2026 compacts.
Next Steps
The MCC will evaluate Liberia’s performance and potential for compact funding in the coming months. If selected, the compact program could provide significant funding for Liberia’s development priorities, supporting initiatives that promote economic growth and poverty reduction.
