Monrovia, Liberia – September 1, 2025: PAP associate visionary and Montserrado County Senator Saah H. Joseph has returned to Liberia after a four-month global outreach mission, outlining new commitments to education, healthcare, infrastructure, and national development. Speaking on OK Morning Rush with Clarence Jackson on OK FM and Online TV, the Senator emphasized that the proposed People’s Action Party (PAP) will focus on practical solutions and constructive politics, drawing inspiration from Singapore’s ruling PAP.
“Liberia once contributed to Singapore in its difficult times, but today Singapore is far ahead of us,” Senator Joseph said. “Our PAP will not be about insults or riots. It will be about policy-driven interventions and attracting investors to help our people—especially those in rural Liberia.” He clarified that while he is considered an associate visionary of the movement, Organizing Chairman Ahmed Sirleaf currently leads party activities as the party awaits certification by the National Elections Commission.
During his travels, Senator Joseph secured a five-year extension of support from Jefferson Baptist Mission in Oregon for his three free schools in Liberia, operational since 2007. The mission will also send education experts to Liberia in November and has contributed USD 50,000 for Ducor Technical College, a new vocational and technical institution expected to open before year’s end with an initial intake of 4,000 students. Registered in the United States as a 501(c)(3) charity, the college is designed to attract donations worldwide, with a Mount Barclay campus projected to enroll at least 10,000 students annually and similar institutions planned across other counties. In Canada, the Senator also promoted the Ducor initiative, while in South Africa he lobbied for cancer-care partnerships, citing the rising number of cases in Liberia and the relatively affordable cost of treatment there.

On health, Senator Joseph—widely remembered as “Ebola Hero” for his humanitarian efforts during the epidemic—announced that six containers of medical supplies are currently at the Freeport of Monrovia, with more shipments underway. He disclosed that a 14-member international medical team will arrive this month to provide free dental and general care in collaboration with Liberian health workers. He further explained that Ducor Technical College is finalizing accreditation of its nursing program with the Nursing Board of Liberia to ensure high standards, stressing that the college will remain a charitable institution for empowering youth rather than a personal asset.
The Senator also assured citizens of continued road rehabilitation works in Montserrado, noting that new heavy-duty machines are expected soon to join his team of engineers already engaged in Lofa County. On Liberia’s growing drug crisis, he commended the Boakai administration and ordinary citizens for their role in the recent “Say No to Drugs” campaign and pledged to dedicate the same energy he used in the Ebola fight to this national battle. He announced plans to partner with the Ministries of Youth and Sports and Health to convert the former Tolbert Youth Camp in Bentol City into a rehabilitation and treatment facility for young people affected by drugs.

Senator Saah H. Joseph, Chair of the Senate Committee on Transport, has built a reputation for blending legislative leadership with grassroots action. From his free schools and international partnerships to community roads and health interventions, he continues to use global goodwill to drive local development, while positioning PAP as a new kind of political force focused on action, solutions, and the empowerment of Liberians.
