CAPITOL BUILDING, MONROVIA- August 12, 2025: Montserrado County Electoral District 17 Representative Bernard Blue Benson Jr., has written the Executive Director of the Environmental Protection Agency (EPA), advising the closure of LITCHI Inc., a sand mining company, due to substantial environmental concerns impacting local residents.
The company’s operations in the Virginia Township have led to serious ecological issues over the years.
In his communication with the EPA, Rep. Benson pointed out the problems of degradation, erosion, dust pollution, and damage to the Virginia-Clay Ashland Road, which is a vital route within the district.
Furthermore, he has informed House Speaker Richard N. Koon about the situation in his district and expressed his disappointment regarding the company’s failure to meet its social responsibilities as stipulated in the Memorandum of Understanding (MOU) with the township of Virginia.

The deterioration of infrastructure and accessibility has raised concerns for the lawmaker, who is calling for prompt action from House leadership to tackle these urgent issues.
Rep. Benson’s letter underscores the critical need for accountability and measures to resolve the situation, ensuring that the rights and well-being of the township’s residents are prioritized amid ongoing mining activities. He expressed his dissatisfaction with the company’s neglect in fulfilling its social obligations, as outlined in the Memorandum of Understanding (MOU) established with the township of Virginia.
He characterized the circumstances as “grave,” emphasizing that the company’s activities have had significant adverse effects on the local community, particularly hampering residents’ access to essential services such as schools, hospitals, and markets.
