President Boakai has announced the formation of a Steering Committee to oversee the nationwide rollout of a biometric identification system.

Executive Mansion, Monrovia: – July 10, 2025: President Joseph Nyuma Boakai, Sr., has set up a National Steering Committee to implement the Biometric ID Card System, aimed at transforming identity management and enhancing service delivery across government, financial, and commercial sectors.

In a directive issued on July 5, 2025, the President emphasized that biometric
technology—particularly systems that offer instant offline verification—is essential for
Liberia’s modern economic and governance infrastructure. The initiative, he noted, is a
cornerstone of his good-governance and transparency agenda.

“This technology will strengthen national security, improve the integrity of voters’
registration, and enable secure, efficient access to public services,” President Boakai
stated.

To oversee this ambitious, cross-functional national program, the President has
constituted a Steering Committee tasked with finalizing contractor selection and ensuring comprehensive rollout nationwide by April 13, 2026.

  1. Hon. Samuel K. Woods, National Security Advisor – Chairman
  2. Ministry of Internal Affairs – Member
  3. Ministry of Foreign Affairs – Member
  4. Ministry of Post and Telecommunications – Member
  5. Liberia Telecommunications Authority – Member
  6. National Identification Registry – Member
  7. Central Bank of Liberia – Member
  8. National Elections Commission – Member
  9. Office of the Senior Economic Advisor – Member
  10. President’s Delivery Unit, Ministry of State – Member

The President further directed that the project proceeds with the previously procured vendor, OSD International of Austria, following the conclusion of a verified procurement process and contract signed by the National Identification Registry (NIR) and the Liberia Telecommunications Authority (LTA). “Recognizing the legal implications and urgency of timely implementation, the previous procurement process is hereby upheld,” the directive stated.

This Biometric ID Card System will serve as a foundational identity platform to support
Liberia’s vision for inclusive digital governance, financial inclusion, electoral integrity, and citizen empowerment.

President Boakai calls on all appointed officials of government to continue to demonstrate diligence, commitment, integrity, professionalism, and loyalty in service to country.
