“Every Vice President In Liberia Is A Car Parked In The Garage” VP Koung

MONROVIA– March 9, 2025:  In his engagement with the Liberian Association of Pennsylvania, USA, yesterday evening, Vice President Jeremiah Kpan Koung was asked a thought-provoking question: “Are you a ‘parked car’ Vice President in this administration?” And Vice President in his response said the constitutional duties of the Vice President and his rapport with President Joseph Boakai depend on his workings of the President

Koung stated that the Vice President’s primary function, as outlined by Liberia’s constitution, is to support the President, but only upon request. He noted, “According to our laws, every Vice President is essentially a ‘parked car.’ The constitution requires the Vice President to assist the President, but this assistance must be solicited. If the President does not ask for help, the Vice President’s task is to remain in their office or participate in meetings. Any Vice President attempting to act independently may find themselves in difficulties.”

He stressed that, despite the constraints of his position, he enjoys a positive and collaborative relationship with President Boakai. “Is President Boakai working with me? Yes!” he confirmed. “As Vice President, if I have suggestions for the President, I enter the room and provide my input. Whether or not the President accepts my advice, my duty is fulfilled in that meeting. If the outcomes are discussed afterward, I can only choose to either defend my input or communicate it without undermining my advice.”

Koung’s statements offer insight into the constitutional limits of his role and underline the teamwork involved in his partnership with President Boakai. This dialogue also prompts important reflections on how the Vice President influences the nation’s policies and governance.
