According to reliable sources within the Liberia Revenue Authority (LRA), Atty. Teklo Maxwell Grigsby, II, who holds a BSc, M.P.A, and LL.B, is set to be announced as the new Commissioner of the Domestic Tax Department. This decision comes after a rigorous and competitive selection process to fill the position that was previously held by Darlington Y. Talery for nine years.
The position was advertised in April 2024, and received over 96 applications from professionals locally and internationally. A vetting committee, comprising of key national and international stakeholders, conducted a thorough evaluation and shortlisted five candidates. Ultimately, Atty. Grigsby was chosen as the top candidate.

Grigsby’s success to his extensive background, particularly his previous role as head of the Liberia National Commission on Small Arms (LiNCA), as well as his past positions within the LRA and the Ministry of Finance. His experience includes serving as Manager for Medium & Small Tax and Acting Manager for Sector Ministries at the LRA, as well as Enforcement Director for the Small Tax Division at the Ministry of Finance before the LRA was formed. This demonstrates his expertise in tax administration and resource mobilization.”
To ensure transparency and fairness, the vetting process was overseen by an independent panel. The panel included members from the Liberia National Bar Association (LNBA), the Center for Transparency and Accountability (CENTAL), the Liberia Institute of Certified Public Accountants (LICPA), the Liberia Chamber of Commerce (LCC), and the Association of Human Resource Professionals of Liberia (AHRPL). Representatives from both the U.S. and Swedish Embassies also took part in the proceedings.
The selection process consisted of three stages, beginning with the panel reviewing the qualifications, leadership experience, and professional capabilities of the applicants from the initial pool of 96 candidates.
