Capitol Building, Monrovia – Feb. 9, 2023: The Honorable House of Representatives Thursday voted unanimously for its Committee on Public Accounts and Expenditure to review a proposal from the General Auditing Commission (GAC) for a System Audit.
A system audit involves the evaluation of an organization’s practices, procedures, controls, and management systems. This is to determine their compliance with regulatory requirements and other policies set by the organization.
House’s Speaker Cllr. J. Fonati Koffa said they are committed to audit to ensure the accuracy and reliability of financial statements, internal controls, and the use of public funds. If the House of Representatives accepts the GAC’s audit, it will be the first time in over 30 years.
The House’s decision followed the appearance of Auditor General P. Garswa Jackson Sr of GAC in plenary, at which time he provided an overview of the GAC mandate, including the targeted accountability enhancement circle and proposal to review the system of the Legislature.
In his PowerPoint presentation to the August Body, Auditor General Jackson said GAC conducted 56 audits in 2021, 65 in 2022 and 67 in 2023 respectively totaling to 188 since he took over.
Out of the 188 audits, he stated 170 audits were completed and 143 were published.
“As far as I know, the Legislature has never been audited, probably because it can’t be audited but in order to enhance Legislature financial management system, the GAC is proposing is system review of the Legislature,” Auditor Jackson said.
After the system review, GAC will perform a full -scare financial statement audit in two years,” AG Jackson stated.
