For Alleged ethical misconduct towards Foreigners in Liberia, British Investor Complains Nominated Associate Justice Gbeisay

Monrovia- September 26, 2022: A British National and investor in the country, Hans Armstrong has expressed serious concerns over the nomination of Judge Yarmie Quiqui Gbeisay for alleged ethical misconduct towards foreigners in Liberia.

At a press conference on September 23, 2022, in Monrovia, the British investor Judge Gbeisay has on numerous occasions failed to render him justice on grounds that the allegation from the judge that he, Armstrong was a “racist.”

“On May 14, 2021, I file a complaint of unethical transgression against Judge Gbeisay, then Assigned Circuit Judge of the Sixth Judicial Civil Law Court ‘A’ at the Temple of Justice before his Honor Chief Justice Francis Korkpor for an investigation of Gbeisay’s racist statement against me during a divorce case file by my Liberian wife, Karen R. Clarke Armstrong,” Mr. Armstrong told newsmen.

He said at that time in a conference at Judge Gbeisay’s office, he told the judge that he was not contesting the divorce from his wife but decided to explain himself when Judge Gbeisay shouted at him to “shut up!”

Mr. Armstrong: “ Judge Gbeisay describes me as a hardcore racist who does not have respect for black people, the Liberian people, and the authority of the court.”

The foreign investor said Judge Gbeisay, in contravention of the legal profession in Liberia, went as far as publishing his statement in a Friday, July 16, 2021 publication of the Hot Pepper Newspaper in which Judge Gbeisay described himself as “a nonsense Judge who does not fear anything.”

Mr. Armstrong provided several documents including his complaint against Judge Gbeisay to the Chief Justice, the Chief Justice’s letter to the JIC for investigation, and Judge Gbeisay’s publication to authenticate his complaint.

He said since his complaint was filed against Judge Gbeisay, there has been no invitation from the Chief Justice or the Judiciary Inquiry Commission (JIC) regarding the complaint.

The British investor asserted that with such demeanor from the judiciary of Liberia, he was shocked to have heard that Judge Gbesay was nominated to such high office of Associate Justice.

Mr. Armstrong indicated that the conduct of the judiciary has the potential to drive away foreign investor and as such, he has written several international organizations including the United States Embassy accredited near Monrovia as well as Human Rights organizations in Liberia about Gbeisay and the judiciary’s untoward behavior to him.

However, Mr. Hans Armstrong clarified that his intent at this time was not to tell President George M. Weah and the Liberian Senate to withdraw or deny Judge Gbeisay of his post but to communicate to them and the world at large that with Judge Gbeisay on the Supreme Court Bench of Liberia there is a likelihood to drive away foreign investors.

President Weah recently nominate Judge Yarmie Quiqui Gbeisay to the Supreme Court Bench as Associate Justice in will probably fill in the gap when Chief Justice Francis Saye Korkpor quits.

Judge Gbeisay nomination to the High Court Bench will be a full replacement of the five men’s bench that has seen the nomination and successful confirmation of President’s Weah nomination to the post of Chief Justice in Madam Sie –A- Neh Youh as Chief Justice.
