Public Works Ministry Announces Funding For The Rehabilitation Of Road From Japan Freeway Intersection To St. Paul Bridge; As It Opens Bid for Bidders

Monrovia – January 3, 2022: The Ministry of Public Works says it has received funding from the National Road Fund (NRF) and intends to hire the services of qualified Contractors for the Rehabilitation of Road from Japan Freeway Intersection [ commencing from Freeport ] to St. Paul Bridge which is divided into Lots as stated below:


Lot 1: Asphalt Overlay (6.5km)

Lot 2: Drainage Rehabilitation and Upgrade

The Ministry therefore invites sealed bids from eligible and qualified bidders for the implementation of the road projects.

The Ministry will apply the International Competitive Bidding (ICB) procedures approved by the Public Procurement and Concessions Commission (PPCC) as specified in the Public Procurement and Concessions Act (PPCA)) to procure the works. The Ministry emphasizes that the works are opened to all qualified bidders meeting the criteria as set forth in the Bidding Documents.

Qualification requirements include:
 Experience as prime contractor in the construction of at least three works of similar value, and nature, in the last five years;
 Average annual turnover amount of construction works performed during the last five years of at least US $150,000.00
Detailed qualification requirements are stipulated in the bidding documents.

A complete set of Bidding Documents in English may be purchased by interested bidders upon payment of a non-refundable fee of Three Hundred United States Dollars (USD 300.00) through the Financial Management Division of the Ministry of Public Works and receipt taken to the Procurement Division.

Bids must be delivered in a sealed envelope to the address below on or before February 4, 2022 at 12:00 noon. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person on Friday, February 4, 2022 at 12:20pm in the Large Conference Room of the Ministry.

All bids MUST be accompanied by the following:
• Current Business Registration Certificate
• Current Tax Clearance
• Articles of Incorporation
• Ministry of Public Works Accreditation Certificate (CCCS) if applicable
• Bid Security of 2% of the Contractor’s Price
