Monrovia- January 27, 2021: The managing Director of the National Port Authority Hon. Bill Tweahway on Tuesday declared the APM Terminal concession as the worse agreement negotiated by the Government of Liberia in 2010, by then EJS, former President of the Republic of Liberia when he appeared before the plenary of the House of Representative.
Hon. Tweahway then appealled to the Legislature through the House of Representatives to consider amending the agreement to insert a review clause. . The NPA Managing Director furthered informed the Lawmakers that the previous Administration also signed a marine agreement with the APM Terminal which is not attested to by the Ministry of Finance and Ministry of Justice. Under the current revenue code, all agreements entered into by any government agency above the threshold of 250000.00 USD MUST be attested to by the Ministries of Finance and Justice.
He asked the House to nullify this agreement which depriving Government of huge revenues.
The APM Terminal agreement was signed into law by the former Unity Party government. This agreement was negotiated by Mr. Kessely then chairman NPA Board, Matilda Parker then NPA Managing Director and the concession was drafted by Patrick Sandolo then head of the President Project Implementation Unit.The concession was approved by President Ellen Johnson Sirleaf. APM Terminal makes a total revenue of 47 millions annually.
