Monrovia, December 28, 2019- As the much talked about December 30 protest drags very closer, the Ecowas mission to Liberia and UN chief representative to Liberia say the provisions in Constitution of Liberia should be prevailed at all times. While the US embassy, EU, UK, Germany, France,Sweden among others want Henry Costa to Clarify his intend for the protest publicly.
In a joint communique, issued on December 27, ECOWAS –UN says :
The ECOWAS Commission and the United Nations Office in West Africa and the Sahel (UNOWAS) undertook a Joint Mission to the Republic of Liberia from 26-27 December 2019. The objective of the Mission was to reiterate the commitment of the two organizations to supporting the efforts of the country of the sub-region, particularly the Republic of Liberia, towards sustaining peace and development;2 The Mission delegation composed of the Commissioner for Political Affairs, Peace and Security, ECOWAS Commission; the United Nations Deputy Special Representative of the Secretary-General for West Africa and the Sahel (UNOWAS); the Special Representative of the President of the ECOWAS Commission in Liberia; the United Nations Resident Coordinator in Liberia and the Director of Political Affairs, ECOWAS Commission;
3 During the mission, the delegation was received in audience by the President of the Republic, H.E. George Manneh Weah. The delegation also met with government officials, including the Ministers for Justice, Labour, Commerce, Internal Affairs, Deputy Inspector General of Police for Administration and Operations; with the Council of Patriots (COP); political parties; traditional leaders; Inter-Religious Council; the Federation of Liberian Youth and the Civil Society Organizations (CSOs);4. During the interactive sessions, the delegation highlighted the growing security threats in the West African and the Sahel region and in particular, the fragility of the situation in Republic of Liberia;
5. After intensive and inclusive consultations and discussions with the various stakeholders, the delegation reiterates that the provisions of the constitution of Liberia should prevail at all times and encourages all parties to abide by the constitution of the country. In this regard, the delegation:I. Acknowledges that the incumbent President is democratically elected and has a legitimate mandate of six years;
II. While insisting that the right of peaceful assembly and freedom of the press are guaranteed by the constitution of the Republic of Liberia, the delegation reminded all stakeholders of their responsibility to maintain peace, security and stability of Liberia, noting that the right of assembly should be in conformity with the provisions of the laws and cautioned against any form of violence for which they would be accountable;
III. The delegation welcomes the general desire to call off the protest of 30th December if specific actions were taken in addressing some of the governance and economic issues which form the basis of the current tension in the country.
IV. The delegation also notes with pleasure the interest of the government in addressing the relevant issues aimed at calming the tension and calling off the protest.
V. The delegation further notes with satisfaction the ongoing efforts of the government and its partners towards this end and calls on the government to do more.
VI. The delegation takes seriously the assurances of the government of providing the details of these commitments during the state of the nation address.
VII. The delegation encourages the government to establish, with the support of ECOWAS, United Nations and its partners a platform/mechanism for a sustainable and an all-inclusive dialogue for the peace, security and stability of the country and thereby eliminating undue recourse to demonstration and protest
VIII. In this context, the delegation exhorts all parties to work towards calling off this imminent protest in the general interest of Liberia and the subregion.
In a related development, the US embassy, EU, Sweden, France, UK, Germany have issued a joint statement stating:
The Ambassadors and Chargés d’Affaires a.i. of the United States, the European Union, France, Germany, Sweden, and the United Kingdom in relation to the Council of Patriots’ (COP) planned demonstration in Monrovia on 30 December
In order for the Government of Liberia to take all necessary measures to allow protesters to exercise their constitutional rights of free speech, assembly, and petition, and at the same time to preserve public order and safety, we further urge the COP to share with the Ministry of Justice all required details regarding its plans for the proposed demonstration. Constitutional rights must be exercised responsibly, in conformity with relevant provisions of law, without jeopardizing the peace, security, and stability of Liberia. We understand the Liberian Government has made proposals regarding demonstration venues, and we urge the COP expeditiously to supply logistical information necessary for issuance of appropriate permits.
Responsible rhetoric and peaceful protests can help foster a culture of productive discourse and build on Liberia’s democratic gains. In light of Liberia’s history, public incitement to violence cannot be ignored.
